PhD in Health Economics from Università Cattolica del Sacro Cuore (Milan) under Walter Ricciardi. Co-built Albania's first comprehensive antibiotic utilisation monitoring system. Led the four-year campaign that brought Albania into the European Pharmacopoeia Convention in 2019. Council of Europe School of Political Studies alumnus. IVLP-selected. Twelve years as university lecturer.

MS Electrical Engineering, University of Maryland (4.0 GPA, Eta Kappa Nu honors). Built the in-house core banking software at FINAL SH.A. (one of Albania's largest microfinance institutions) end to end over 14 years. Worked at Whitman-Walker Health Clinic in Washington DC on electronic medical records and Medicare integration under HIPAA. Image-processing engineer at Riverain Technologies on the only FDA-approved system for early-stage lung cancer detection at the time.
Has built systems that run inside operations where downtime is not an option.
Chief Architect and co-founder
20+ years of system architecture experience across justice, banking, and healthcare. Core technical contributor to Albania's national border management system (TIMS), which handles more than 2 million crossings per year with 99.9% uptime. Currently works on the case management system for Albania's Special Prosecution Office. 17 years contracted to ICITAP, the US Department of Justice programme that helps modernise Albanian justice institutions, with four official commendations. Worked on the Lumistry pharmacy platform serving more than 500 US pharmacies under HIPAA.
